Mountain Empire Unified School District Community Schools Showcase Highlights Rural Innovation and Systems Alignment

Community schools grantees from across the Southern Coast Region recently gathered at the Mountain Empire Community Center for a Community Schools Showcase that highlighted how Mountain Empire Unified School District (MEUSD) is leveraging community schools as a strategy for whole-child transformation in a rural context. The showcase provided an opportunity to learn about the systems, structures, and partnerships that are driving implementation across MEUSD. Through student-developed video, peer learning sessions, and opportunities for reflection and dialogue, attendees explored how the district is intentionally aligning efforts to support students, families, and communities while building sustainable systems for long-term success.

A central theme throughout the day was the importance of understanding and valuing rural communities. To support this learning, participants engaged with Exploring Rural Communities: A Place-Based Learning Experience, a newly developed reflection tool designed to help educators and leaders recognize the unique strengths, assets, opportunities, and challenges that shape rural communities. The resource encouraged participants to move beyond deficit-based mindset and deepen their understanding of place-based learning, community identity, and the rich assets that exist within rural communities.

The showcase opened with a powerful example of community-based learning: a student-led documentary directed by Mannix Gonzalez in partnership with the Institute for Public Strategies. The film shares the story of how underfunding has impacted school infrastructure, shaping the daily experiences of students. It highlights student perspectives on the need for increased resources and investment to ensure that future generations do not face the same challenges. The film reflects the power of student voice, storytelling, and advocacy.

Throughout the day, district leaders shared how MEUSD has approached community schools implementation through a holistic lens focused on the whole child, whole family, whole community and whole future:

  • Whole Family - we engage and empower families as vital partners
  • Whole Community - we build strong partnerships that expand opportunity
  • Whole Future - we prepare students for brighter, healthier futures

Attendees had the opportunity to participate and engage in peer learning sessions. During the Designing the System and Structure session, Community Schools Coordinator Cherie Foraker reflected on the district's early implementation journey and the realization that many individuals were doing exceptional work, but often in isolation. Through courageous conversations and intentional relationship-building, district leaders began identifying opportunities to reduce duplication of efforts, strengthen collaboration, and align initiatives across departments and school sites. Rather than creating new systems, MEUSD focused on understanding existing structures and finding ways to connect them. This work led to the development of districtwide collaborative leadership structures, cross-departmental teams, and shared goals that support alignment between Community Schools implementation, School Plans for Student Achievement, and Local Control and Accountability Plans. By prioritizing collaboration and transparency, district leaders are building systems designed to sustain the work beyond grant funding and individual roles.

Participants also learned about the district's intentional approach to social-emotional learning during the session, MEUSD Districtwide SEL Implementation, facilitated by Brigida Otero, Community Schools TOSA - SEL Specialist. District leaders shared how they selected and implemented a TK–12 social-emotional learning curriculum through a process that centered educator voice and continuous improvement. Through listening sessions, ongoing professional learning, classroom observations, and regular site support visits, the district has worked to build educator confidence and strengthen implementation. A key component of this effort has been aligning social-emotional learning competencies with the district's Portrait of a Graduate attributes, helping educators see clear connections between daily instruction and the skills students need for future success. District leaders reported increased teacher engagement and stronger connections between social-emotional learning, belonging, and student growth as a result of this intentional alignment.

Dr. Amy Conforth, Executive Director of Education Services, facilitated the session titled Strategic by Design: Leveraging ELOP to Lead, Inspire, and Connect, which highlighted how MEUSD has transformed its expanded learning opportunities into a comprehensive system of support for students and families. Presenters shared how the district rejected a one-size-fits-all model and instead designed programming that reflects the unique needs and strengths of its rural communities. Grounded in community voice and aligned to the district's Portrait of a Graduate, the district's expanded learning program has created opportunities for inclusive practices, workforce development, leadership pathways, and community partnerships. Through initiatives such as Dream Big, partnerships with local organizations, and intentional collaboration across departments, the district has expanded access while ensuring that all students—including students with disabilities—can participate in meaningful learning experiences.

Throughout the showcase, one message remained clear: community schools are not a program or initiative, but a strategy. By aligning systems, strengthening relationships, having a shared commitment, elevating community voice, and building on local assets, Mountain Empire Unified School District is creating conditions where students, families, educators, and community partners can thrive together. MEUSD continues to demonstrate how rural districts can develop creative, community-centered solutions that drive meaningful and lasting change.
